If everyone is doping
Let get one thing straight before we tackle this issue: not everyone is doping. Certainly there are a lot more athletes who dope than the ones who get caught, but the percentage of dopers is still well under 50% -- a far cry from "everyone".
But that being said, there are a lot プラダ (http://www.gamblingtherapy.org/worldpay/resultN.html) of problems with the ban on Performance Enhancing Drugs (PEDs). PEDs users have an unfair advantage over non-users; a ban removes that advantage and creates an equal playing field (the 'equal playing field' argument)

Look at the huge disparity in funding, coaching, facilities, equipment, medicine, transportation, and background factors such as population, poverty, and economy. Then there is the fact that many world-class athletes are so good because of naturally occurring genetic variation トリーバーチ 靴 (http://www.sacpsr.org/temp.asp) -- even if you could remove all those other factors, there would still be an unequal playing field. #2 is not as obvious, but still false. Assuming that PEDs are unhealthy, prohibitions of dangerous substances inevitably lead to worse health outcomes. By forcing dopers to go "underground" with their drug use -- administering PEDs without proper medical help -- the ban increases negative health outcomes. Any peer reviewed literature on the War on Drugs will tell you as much. This is because there are still dopers even during a ban; in order to protect their health, we should be looking at ways to make their doping safer.
Then you got the fact that not all PEDs are harmful. Well, just like anything else -- you can die from water poisoning, after all -- they are harmful at higher doses, but at a lower エルメス 財布 (http://www.gordonmoody.org.uk/Template.asp) doses there may be no/very limited health consequences. And some PEDs, like testosterone, are already medically administered to people who are naturally deficient. If the ban is removed, more research can be done to find safer, more effective PEDs.
You also got problems with what is on the list of banned substances. Marijuana is on there, but caffeine is not. In fact, caffeine used to be on the banned substances list, but it was probably removed from the list because so many people made a fuss about it. Strychnine was used in the Olympics dating back to the early 1900s, and drugs were used all the way up until the IOC decided to starting fighting drugs セリーヌ バッグ (http://www.calatrava.com/php/globalDatas.php) in 1967.
#3 is another clearly false argument. At the beginning of the Olympics, it was considered unnatural to do any kind of training prior to competing. In addition to training, today athletes also have better equipment (think shoes, skates, rackets, and swimsuits -- some which have been undeservedly banned) and undergo "unnatural" medical procedures (laser eye surgery, ligament surgeries). They also benefit from advances in nutrition (vitamins and diets) and medicine (vaccines and antibiotics). Advances in transportation also help athletes, and training itself has evolved. It not philosophically consistent to ban some of these "unnatural" elements while permitting others. PEDs should not be banned simply because they are recent developments that weren't available to previous generations of competitors.

There are also misguided people who look towards actors and musicians as role models, and people in those industries are probably even worse examples of proper human behaviour. Anyways, if there is no ban on PEDs, and the majority of the world greatest athletes use various substances to improve their performances, all it would take is a little education to clear everything up. Drugs are all around us. Some drugs improve one health, and others are for recreation (don for a second forget about alcohol and caffeine here). All can be harmful at high doses, many drugs have side effects, and not every drug (or food, for that matter) contains exactly what it purports to contain. Perhaps increased drug use in athletics could lead to a better understanding of drug-related issues.
