Does the following scenario sound familiar? Each morning, you spend a few minutes fixing your hair, and that s about all the time you have for it. As soon as you walk out the door, it frizzes into a poofy mess, at which point it s back into a ponytail -- again. The next week, you try yet another anti-frizz product, and the cycle starts all over.
The problem, however, may not rest with your products or styling techniques. Truthfully, the battle to combat frizz really starts before you do your styling.
Check out these simple, anti-frizz strategies that even busy people can squeeze into a hectic day. Try a few , and you ll soon notice more good hair days than ever before.
Brush before you shampoo Use a paddle brush to detangle strands prior to getting in the shower. By taking care of knots and snarls ahead of time, your shampoo and conditioner can distribute more evenly, keeping strands healthy and moisturized from root to tip, says New York City stylist Kerrie Urban.
Give coarse and curly hair a double dose of conditioner Textured strands are naturally drier and never get enough hydration. Their outer layer -- called the cuticle -- is more likely to be lifted up, allowing moisture to escape.  Solution: Give hair a quick conditioning treatment before your morning shower. Turn on the faucet and let the bathroom steam up, then apply your usual conditioner to dry hair. The steam will help soften the cuticle so hair can better absorb the moisturizing ingredients. Give the conditioner a minute or two to soak in, then hop in the shower and rinse. Next, shampoo and condition again as usual, says Mark Garrison, owner of the Mark Garrison salon in New York City. You ll notice later in the day that hair feels softer and resists frizz better.
Shampoo for smoothness When lathering up, it s tempting to just pile all your hair on top of your head and scrub willy-nilly. Big mistake, says Urban: You can create tangles and lift the hair s cuticle, leading to frizz later. Instead, use your fingertips to gently lather up at your roots first. That s where hair gets oiliest and usually needs washing the most. Work the lather down the hair shafts, softly rubbing until you get to the tips, then rinse.
Comb in conditioner Hair tips are the oldest part of strands. They re also the driest and most in need of conditioner. So,nike free run, when applying conditioner, instead of putting it all on one spot at your roots, rub it between your palms and start applying it from the ends up. Once you ve distributed it through hair, use a wide-tooth comb to gently work out any tangles. By smoothing strands in the shower, you ll deal with fewer tangles -- and eventually frizz -- when you get out, says Garrison.
Save some moisture If your hair is very curly or thick, don t completely rinse out all the conditioner. A hint of leftover will work almost like a leave-in. It helps give thick, frizz-prone strands a little needed weight to keep them from poofing up, says Garrison. Make sure you rinse until your hair no longer feels slippery but not for so long that it feels squeaky clean.
Rinse with cool water Right before you leave the shower, turn the faucet so the water runs cool and give hair a quick rinse, suggests Urban. The cold constricts your hair s cuticle, causing it to lie flat. This seals in moisture and keeps frizz and tangles at bay. A flat cuticle also allows light to bounce off evenly, so hair will look shinier too.
Be gentle when towel drying After showering, most people grab a towel and vigorously rub hair dry. This tends to roughen up the cuticle, essentially opening the door to frizz and undoing all previous efforts to smooth strands. Instead, squeeze water out of hair and gently blot strands with a towel to absorb the excess water, says Garrison. A super-absorbent towel makes the job quick and is easy on tresses.Next, continue with your styling routine as usual. After you re done, try to keep from touching or twirling hair. Your fingers can also disrupt the cuticle, allowing frizz-triggering humidity to get in.And now that you have beautiful, smooth, healthy hair, you can just enjoy the compliments that will inevitably come your way.

Water conservation continues to be a pressing issue in the Panhandle,Ray Ban Vintage.
Just this year, Amarillo alone has already used 4 billion gallons of water which has city officials thinking about the future water supply. Emmett Autry,Ray Ban 2132, the Amarillo Director of Utilities, says right now we are doing alright, but water conservation is about what will be available in the future.
FirstBank Southwest is building a new branch at the intersection of Southwest 45th Avenue and Teckla Boulevard. Since day one of construction, creating a building that helps conserve water has been a main priority.
Special pavers that allow water drainage, and a system that collects water are just a few things the company is doing to make sure water will be saved. When complete, it is expected that nearly 99 percent of rain water will be captured and reused.
President and CEO of the bank, Smith Ellis, says creating a building like this is the right thing to do and although the cost might be more upfront, the long term benefits are worth it.

 Jaitapur nuclear project unlikely before 2021, says Areva

Paris: The controversial Jaitapur nuclear power project, against which local residents and activist groups have been protesting, may only be commissioned by 2021 at the earliest.
That s if the contract for the two European pressurized reactors (EPRs) between state-owned Nuclear Power Corp. of India Ltd(NPCIL) and France s Areva SAis inked in the current calendar year.
This looks ambitious, given that the two companies still need to iron out critical issues such as India s Civil Liability for Nuclear Damages Bill, credit arrangements for the construction and the final cost of the project located in Maharashtra.
The 7 billion general framework agreement signed in December 2010 during former French President Nicolas Sarkozy s visit to India deals with the supply of two EPRs, each with a capacity to produce 1,650MW of electricity, and uranium supply for a period of 25 years for the Jaitapur project. These units are the first of six that are proposed to be constructed at Jaitapur and were earlier expected to be commissioned by 2018. The complex is envisaged as having an overall capacity of 10,000MW eventually.
 If the agreement was signed before the end of this year, the reactors could be put in place within 90 months,Fitflop UK, said Arthur de Montalembert, executive vice-president, business development, international commercial organization at Areva.
While the agreement is seen as a boost to the strategic ties between the two countries and expected to help India s quest for clean fuel to power its economic growth, the commercial contract is yet to be inked as there are several loose ends to be tied up. Mint reported on 7 December that India s satisfaction over the deal may have to be tempered.
 The negotiations are on and hopefully will be signed soon. As you can imagine, the final say is with the customer. There are points which need to be further discussed. The main reason for the delay was the Fukushima accident. That is not specific to India. All new built projects in the world were delayed or stalled and some even cancelled because of the accident, said de Montalembert.
These negotiations also come in the backdrop of Tokyo Electric Power Co. s crippled Fukushima nuclear plant springing another radioactive water leak. The Indian government has been trying to downplay the security concerns on the EPRs.
The department of atomic energy said in a 2 May press statement, citing a reply in the Rajya Sabha, These have evolved from the proven design, safety principles and manufacturing technologies employed in N4 reactors in France and Konvoi nuclear power reactors in Germany which are in safe operation for last several years. Currently, EPRs are under construction in Finland, France and China. These will be operational in two to four years and their operational feedback will also be available for reactors to be set up at Jaitapur.
Reacting to statements about an untested EPR being used at Jaitapur, Montalembert said, This argument of untested and unproven is just baseless. It is the argument for the sake of saying that I don t like this reactor, let s call it untested and unproven.
While NPCIL chairman and managing director K.C. Purohitcouldn t be immediately contacted,Fitflop Gogh, a French government official requesting anonymity, said, The negotiations have been restarted. Some of the issues that are being negotiated upon include the credit arrangement for the project and the civil liability.
The Indian government has been trying to increase power generation in order to meet demand and boost economic growth.
In response to a question about Areva being able to keep the electricity tariff from the project at Rs.4 per unit to help keep in viability, de Montalembert said, It all depends on when the plant will start. The Rs.4 per unit tariff is meant for plants starting in 2017 or in its vicinity. The price is not something that is fixed. Right now, there is no way that the EPR can start in 2017. I would say that the tariff holds true but you have to take into account the actual time when tariff is applied.
This comes in the backdrop of the world s first EPR still being built at Olkiluoto in Finland that was to be commissioned in end 2009. Similarly, another EPR being built at Flamanville in France has also been inordinately delayed, resulting in cost over-runs. However, Areva is confident that the Taishan 1 and 2 EPRs in China will be on schedule.
Explaining the reason behind the delays at Olkiluoto and Flamanville, de Montalembert said, It is the first of its kind of a new generation reactor. It is part of an evolution. We had to reconstitute the supply chain for the reactor. It took longer than foreseen. Taishan 1 and 2 are like EPRs in Olkiluoto and Flamanville where construction, planning and costs are right on time. The reason is that all the lessons learnt from first of its kind projects have been taken into account and have allowed for streamlining and optimizing not only the way that the construction is processed but also the EPR itself. The other important thing about China is that they have an ongoing (nuclear) programme when they signed for the EPR. So all their supply chain is in place.
The company, which has 9.34 billion in annual revenue, supports 360 of the 440 operational nuclear reactors in the world. With Germany,Fitflop Slippers, which is one of Areva s major customers, planning to wean itself away from nuclear power and decommission its reactors, the French energy firm is focusing on the so-called BRICS grouping of Brazil, Russia,fitflopshoesuk.info, India, China and South Africa along with Mexico for future orders.
India has an installed power generation capacity of 223,626MW, of which 2.1% or 4,Fitflop Shoes,780MW, is nuclear power. It wants to boost this to 63,000MW capacity by 2032 in the face of anti-nuclear protests at Jaitapur and at Kudankulam in Tamil Nadu, another site for such a project.
Earlier this month, the Supreme Court cleared the Kudankulam project being constructed by the Russians.
While de Montalembert declined to comment on NPCIL s late move on sensitizing the local populace, he said, We believe that public acceptance is very important and a precondition for future nuclear (power projects). There can be no nuclear (project) if there is no public trust or acceptance. That is something that we consider a necessity.

But strange things happen when you spend long hours sitting in a box of metal hurtling yourself into the unknown. You grow accustomed to the radio, the open road and the low hum of a five-cylinder engine.I had just returned to Toronto from a rock climbing course near Vancouver. Having endured a heart wrenching break-up, followed by varying degrees of enlightenment, I resolved to do two things: Go back West and do it on my own terms. Sighting years of weaseling my way into other peoples’ Jack Kerouac-esque adventures, I knew that the one thing that I would need was my own set of wheels.I got word of a family friend who was looking to get rid of his old station wagon. He claimed it was a pile of junk and was planning to treat it as such, but I managed to persuade him to let me give it a try.I soon found myself holding the keys to a 1998 forest green V70 Volvo Station wagon. On paper, it was purchased for $1.14 .Over the next six months, I struggled to make my mighty steed road-worthy. My mechanic expressed his concern that the little wagon was unlikely to make it through a summer of driving to and from my job in Collingwood and home in Toronto, much less make it across the country. But I had more faith in my Volvo.I named her Wagon, mostly for the simplicity. I learned all of her kinks right down to the sneaky trick where you have to pinch your thumb and index finger on the shift trigger to coax it out between Park, Drive and Reverse. I practiced folding down the back seats and fit the rear with memory foam  and shelving for my worldly possessions. By the new year, Wagon and I were ready to take off.Wagon and I drove through the winter storms of Illinois and Iowa and the never-ending flats of Nebraska. We snaked down the I-70 through Colorado and Utah and were spat out amidst the lights and sirens of the City of Sin. That is about the time that the reality of living in my Wagon started to sink in: Sitting in her trunk-bed watching the beam of The Luxor tickle the hazy remains of a sunset from the outskirts of the city, I was composed of an emotion that was both child-like wonder and sheer terror. This is exactly what I wanted.It wasn’t long before I realized I was not the only one trying to live a simpler life. In fact, the southern States were littered with like-minded desert rats living in their cars. They came in droves: People looking to escape the creature comforts of society and instead find solace in campfires, long days rock climbing the wild and the freedom to move from one place to another at the drop of a hat.We would carpool as much as possible, finding a strange pride in the signature aromas that each person’s car/home adopted. When the weather went south, we went north. When it was too hot to rock climb, we took rest days. When the weather got cold again, we went back south.My perceptions of comfort, cleanliness and prosperity were severely altered. When I called home, I boasted about doing research in the Las Vegas library each night or poaching Internet from the Starbucks’ parking lot to Skype with editors. I got excited about the fact that the local community centre offered yoga classes and showers for $6 a week and made sure all the other campers knew too.I even learned how to date while living out of my Wagon. One night, walking home from the campfire with a gentleman, who was coincidentally also living out of a wagon, my new lifestyle really hit a new level. We had been rock climbing together for a while and had become quite close. As we paused for a romantic moment at the driveway of our campsites, he leaned in and asked, “So, your wagon or mine?”On nights when heavy winds and sandstorms plagued the landscape, my reliable Wagon would rock me to sleep, protecting me from the harsh weather.In the mornings, my eyelids would be illuminated by the sun before I could open them. I would roll and over and watch the frost turn to glistening condensation on my windows before kicking up the trunk hatch and crawling out into the world.When I got word that the northwest was thawing, I bid farewell to the desert, and headed back to Canada. The road twisted through the States, changing landscape from hard reds and contrasting horizon lines to more muted greens and greys that don’t limit one’s imagination of where the sky really begins. The Wagon became my prison, forcing a necessary solitude. In the end, I think that is the only thing that helped me understand where I had been, and what I was really looking for.Now, I live in Squamish, B.C. I teach outdoor rock climbing and I live in a real house. Wagon now lives in underground parking. Although my bicycle has mostly replaced my Wagon for transportation, every now and then, I find myself sitting in Wagon’s driver’s seat, stroking her dashboard and scheming where we will go next together.

 , National PostThe official specs of the upcoming C7 Corvette are out and they come darn close to the power figures touted at the car's launch. The Vette's 6.2-litre LT1 V8 engine will pump out 460 horsepower with the sports exhaust and 455 hp with the standard set up, according to GM. With 466 lb.-ft. of torque, the Corvette will run zero to 60 mph in less than four seconds, GM says. This is the highest standard power ratings ever for the Corvette, and will come with fuel efficiency expected to exceed 9 L/100km on the highway.Everything else remains as originally figured, including the car’s seven-speed manual transmission, carbon-fibre roof and composite body panels, and a much improved interior. When the C7 ‘Vette was announced, GM estimated power output to be in the 450-horsepower and 450 lb-ft of torque range. The Reserve Bank on Monday said the soon-to-be-launched inflation index bonds (IIBs) could also be linked to consumer price index (CPI) in the future. Experts are of the view that linking them to the CPI will entice retail investors more.He said the RBI has increased the non-competitive portion of the first trance, which would be of retail investors liking to 20 per cent from the earlier 5 per cent. One will have to contact a primary dealer and preferably have a demat account to buy these instruments.The RBI is also mulling over introducing a special series of bonds for retail investors after October 2013, he said.The RBI, which is targeting to issue up to Rs. 15,000 crore through the issuance of IIBs this fiscal, will think of additional ways of marketing the retail centric issue, Mr. Gandhi said.

 Senior British officials have said that both men detained for a bloody stabbing attack on a London street had been identified earlier by security teams investigating possible terrorists.
The victim of the attack,Ray Ban Aviator 3025, a British soldier, died at the scene. The two suspects were shot and wounded. Senior officials speaking Thursday on condition of anonymity said they could not provide other details to avoid affecting any future prosecution, reports the Voice of America.
Prime Minister David Cameron chaired an emergency meeting with his top security advisers earlier.
The soldier was rammed by a car and then hacked to death Wednesday afternoon near an army barracks in south London.
British media report both men are British citizens who converted to Islam after being raised as Christians by their African immigrant families,Ray Ban Polarized.
Government officials declined to confirm those details, but said one of the attackers shouted Allahu akbar - God is great - as the soldier lay dying near him.
Cameron said the killing was an appalling attack on Britain and a betrayal of Islam.
 This was not just an attack on Britain and on the British way of life. It was also a betrayal of Islam and of the Muslim communities who give so much to our country. There is nothing in Islam that justifies this truly dreadful act, he said.
Cameron also said Britain was absolutely resolute in its stand against violent extremism and terror.
 We will defeat violent extremism by standing together, by backing our police and security services and above all by challenging the poisonous narrative of extremism, said the prime minister.
The two suspects are under guard in a prison hospital.
Witnesses to the attack said the soldier was hacked to death with butcher knives. British television broadcast a bystander's video showing a man with blood-covered hands holding a cleaver and a knife. He said to those around him,Ray Ban Glasses, You people will never be safe, and he vowed, an eye for an eye, a tooth for a tooth.
He apologized to women and children who witnessed the bloodshed but said, in our land, women have to see the same.
At the US State Department, a spokesman said the United States stands with its British allies in the face of such senseless violence.

 A troubling question populated the quiet corners of conversation this past week.
Technically, grammatically, its a question. Truthfully, the thought crossing the minds of reasonable people across South Dakota is more a statement of shock bordering on outrage.
What is wrong in Chamberlain?
Because the actions of the communitys school board last week certainly were not right,Oakley Fuel Cell.
That is beyond question.
The board voted 6-1 Monday to deny a request by a group of students to perform a tribal honoring song at graduation ceremonies, which will be held today.
The stated reason for the denial was that Native American students already are recognized at a separate feathering ceremony. Other schools with similar demographics  the student population is about one-third Indian  have either one or the other, some board members said.
Also, there was talk that white students were being bullied into signing a petition with threats of being labeled as prejudice.
Neither of which might be exactly true in a broad sense.
This is not to rehash the arguments for or against holding the honoring ceremony, a drum song that takes a few minutes.
Theres no point in that.
The position against allowing the song, where the Native population is so deeply engrained in the culture of your school and community, is simply indefensible.
Chamberlain is holding itself up for ridicule in the same way schools in Georgia recently were shamed for encouraging private, segregated proms.
Its difficult to understand how overt, public racial bias of this sort still exists.
Which is not to say that reasonable people believe that prejudice doesnt live in the hearts of men and women, or that we all arent engrained in some way with the dogma of our gender, our skin color, our culture and our upbringing.
Its how we deal with misunderstanding,Oakley Frame, our own ignorance, that is important.
This decision is a big deal that needs to be bigger.
Gov. Dennis Daugaard should show up in Chamberlain this week and walk the streets.
Ask the merchants and the mayor, the grandparents in the coffee shop and the kids on the playground.
What is wrong in Chamberlain?
Daugaard didnt cause it.
Yet perhaps he alone has the power to bring change.
I believe our governor to be a humble man, an earnest man, a thoughtful man.
If he wanders around Chamberlain with good intention and pure heart, he could bring change.
The reasonable people of South Dakota will walk with him.
Tribal people will walk with him.
I will walk with him.
For too many years, our state has lived with the festering shame of racial inequality, of outright criminal action and institutional bigotry.
We live with the scars of Wounded Knee and decades of unsolved murders and riots, the plague of substance abuse and a contagion of suicide.
We cant turn back the clock and fix all the mistakes.
We can recognize them, accept them and even apologize for them.
Perhaps most importantly, though, for you and me and the rest of the reasonable people of South Dakota, is to not pretend we dont have a past.
Let us recognize our differences, celebrate the good things we all bring to our towns and schools.
Lets walk together and turn this question  What is wrong in Chamberlain?  into a statement of purpose.
Pound the drum.
Sing the song.
Honor the day.
