Friday, April 26—A caller from an assisted living home in Spenard contacted police because a male resident was accused of inappropriately touching an adult female at the property. Anchorage Police found there had been previous complaints against the 21-year-old man. A state prosecutor charged the man with second-degree harassment, a Class B misdemeanor. The charging documents say the man “came up behind [the victim] and stood without speaking for roughly five minutes” and then touched the woman’s left leg. The woman screamed for the man to stop. Staff members at the home, according to the court file, had previously advised the man about unwanted touching. The prosecutor wrote in a charging document that the accused man admitted to police that he had touched the woman and knew it was wrong, but later changed his story and blamed the victim for seducing him. A judge ordered the accused man should have a competency hearing. His bail was set at $250 cash, with the stipulation that he not make contact with the victim or be at her home. He was also ordered to report to Alaska Psychiatric Institute for an evaluation. It is not known if the victim is a resident of the assisted living home, an employee, or a guest. The accused man, the charging document says,
